Staff Analysis of the Legislation

SUMMARY:  LC 33 3808S

School systems shall retain FTE funding for students enrolled in dual enrollment programs if the students are taking dual enrollment courses in a public school facility.

By July 1, 2011, the State Board of Education shall establish state-wide common evaluation instruments that take student achievement into consideration when assessing teachers, assistant principals, and principals. The State Board may take into consideration one or more of these factors (among others) when establishing the evaluation instruments: peer review, student academic growth, and parental input.

POINTS TO CONSIDER:
Currently FTE funds for dual enrollment students go to the post-secondary institution with the local school district getting a small administrative fee.

Questions arose during debate in the House Education Committee as to whether this bill is a precursor to merit pay programs to be established in the future.

 

EFFECTIVE DATE:  Upon approval of the Governor or by becoming law without such approval.
